Breaking change: bump Julia version requirement from 1.6 to 1.10 (current LTS version). This is done to keep in line with the rest of the InfrastructureModels packages (see GasModels , PowerModels, and InfrastructureModels).
JSON requirement is updated to allow more recent versions.
